5.76

初、制意者，誡燒山野為護殺罪，制焚屋宅為防盜戒，放火損燒譏謗極弊，理非菩薩利生所宜，故須制也。

First, the rationale for establishment: Admonishing against burning mountains and wild plains is to guard against the offense of killing; prohibiting the burning of houses and residences is to guard against the precept against stealing. Setting fires to cause damage and destruction brings extreme disgrace and blame, and is in principle not appropriate for a bodhisattva benefiting sentient beings; hence it must be prohibited.
