5.85

初、制意者，菩薩理應以菩薩乘授與眾生令得究竟饒益，反以二乘小法用以化人，違理違願故須結戒。經云：「若以小乘化，我則墮慳貪，此事為不可。」此之謂也。

First, the intent of institution: A bodhisattva by principle ought to impart the bodhisattva vehicle to sentient beings to lead them to ultimate benefit; if instead one uses the minor teachings of the two vehicles to transform people, it violates principle and violates one's vows, hence the precept must be established. A sūtra states: 'If I transform [them] using the Hīnayāna, I would fall into stinginess and greed; this matter cannot be.' This is what it refers to.
