七、通塞者，初心菩薩要藉大願資成大行，不發便犯。若得位已去宿願久成，設不新發理亦無犯。

Seventh, regarding exceptions and restrictions: a bodhisattva at the initial aspiration must rely on great vows to support the completion of great practice; if they do not make them, an offense is incurred. If they have already attained the stages, their past vows have long been fulfilled, and even if they do not newly make them, in principle there is also no offense.
