梵網經菩薩戒本疏 6.12

6.12

初、制意者，菩薩眾主理宜慈心，攝撫眾善守德財，而為主乖儀業道斯起，故須制也。別示違壞三聚，準釋可知。

First, regarding the intention behind establishing the precept: the leader of a bodhisattva assembly ought in principle to have a compassionate mind, gathering and comforting the assembly, practicing good, and guarding the wealth of merit; but if being a leader deviates from proper decorum, paths of evil karma will arise, and therefore [this precept] had to be instituted. Specifically demonstrating how it violates and destroys the three clusters of pure precepts can be understood by analogy with the explanations.
