6.149

初、制意者，眾生設不發心，菩薩理應化令受戒，何容千里來求，而以惡心不與授戒？別乖攝生、通違三聚，故須制也。

First, the intent of the prescription: Even if sentient beings do not generate the aspiration, a bodhisattva ought by principle to transform them and cause them to receive the precepts; how could one permit that they come seeking them from a thousand li away, yet with an evil mind one does not confer the precepts upon them? Specifically, this violates the gathering in of sentient beings; generally, it violates the three clusters of precepts; hence it must be prescribed.
