6.194

初、制意者，為菩提心是成佛因，故制諸菩薩，故化眾生，皆應令彼發此大心。經云：若以小乘化，我則墮慳貪。此事為不可，故須制也。

First, the intention of the precept: because the bodhicitta is the cause of achieving Buddhahood, it is prescribed that all bodhisattvas, when intentionally transforming sentient beings, should always cause them to generate this great mind. A sūtra says: 'If I were to transform [them] by means of the Hīnayāna, I would fall into stinginess.' This matter is unacceptable, therefore it had to be instituted.
