6.203

初、制意者，令彼重法增善根故，自亦重法順教命故，為成二利順彼三聚，故制斯戒。

First, the intention of the precept: in order to cause others to revere the Dharma and increase their good roots, and also so that oneself reveres the Dharma and accords with the instructions of the teachings—for the purpose of accomplishing the two benefits and according with the three clusters [of precepts]—this precept was instituted.
