初、制意者，菩薩理應不惜身命護三寶，而反恃威損壞正法，故須制也。

First, the intention of the precept: a bodhisattva ought reasonably to spare neither body nor life to protect the Three Jewels, but instead relies on authority to damage the true Dharma; therefore it had to be instituted.
