6.76

初、制意者，善薩理應慈救益生，何容畜殺害具損財命，亦違三聚故須制也。

First, the intention of the formulation: bodhisattvas in principle ought to compassionately rescue and benefit sentient beings; how can they keep weapons of killing and harm to damage wealth and life? This also violates the three clusters of precepts, and therefore had to be formulated.
