三、釋名者，謂一念異心尚立嚴制，況餘麁失，故從所防立名。又制令堅持戒、勸令守心，從所制為名。

Third, regarding the explanation of the name: this means that even against a single thought of divergent mind a strict prohibition is instituted, not to mention other gross lapses; hence it is named after what is guarded against. Furthermore, it prescribes firmly upholding the precepts and exhorts guarding the mind; hence it is named after what is prescribed.
