First, the intention behind the enactment, briefly due to ten intentions: 1. because the path of action is extremely heavy and none exceeds this; 2. because it burns away the roots of goodness completely without remainder; 3. because turning one's back on kindness and virtue is the extreme among evils; 4. because it destroys faithful mind and extinguishes the Dharma-eye; 5. because among wholesome practices, whether minor or major, none can be accomplished; 6. because it enters into the tīrthikas' net of wrong views; 7. because, as great wrong view, it severs the roots of goodness; 8. because it acts as an evil acquaintance to sentient beings; 9. because the lineage of the Three Jewels is severed by this view; 10. because it causes oneself and others to achieve Avīci karma. Therefore, it is enacted.
