1.21

「周匝千華上，復現千釋迦」者，謂盧舍那所坐蓮華臺，以千葉華周匝圍繞，其一一華量等百億，於茲華上現千釋迦。

As for "Around it, upon a thousand petals, / There further appear a thousand Śākyamunis": this means that the lotus pedestal on which Vairocana sits is surrounded on all sides by a thousand lotus petals; each individual petal is equal in size to ten billion [lands], and upon these petals appear a thousand Śākyamunis.
