第二、九戒中，初五戒并以戒法攝受，後四戒并以悲心教化。前中，初三明戒法授人，後二明戒法自攝。菩薩自攝，令他隨學，故雖自攝，則是利他。初三中，第一、明有器者，不擇便授；第二、明有障者，教令懺除；第三、明未受者，不輒為說。

Within the second [set of] nine precepts, the first five precepts all gather beings through the Dharma of precepts, while the latter four precepts all teach and transform through compassionate mind. In the former part, the first three explain conferring the Dharma of precepts upon others, while the latter two explain gathering oneself through the Dharma of precepts. A bodhisattva gathers themself so that others may follow and learn; therefore, although it is self-discipline, it is actually benefiting others. Among the first three: first, it explains that toward those who are proper vessels, one confers [the precepts] without selection; second, it explains that toward those who have obstacles, one instructs them to repent and eliminate them; third, it explains that to those who have not yet received them, one does not speak rashly.
