The Buddha said: Disciples of the Buddha! When conferring the precepts upon others, you must not make distinctions: all kings, princes, ministers, civil officials, bhikṣus, bhikṣuṇīs, laymen, laywomen, licentious men, licentious women, beings of the eighteen Brahmā heavens, the devaputras of the six desire heavens, the faceless, the two-sexed, paṇḍakas, male and female slaves, and all ghosts and spirits are all permitted to receive the precepts. One should instruct them so that the kaṣāyas worn on their bodies are all of decayed colors that accord with the Way, dyed blue-green, yellow, red, black, or purple; all dyed garments down to bedding must entirely use decayed colors, and all garments worn on the body must be dyed. If there are garments worn by the people of any country, a bhikṣu's clothing must be distinct from their secular dress. When someone wishes to receive the precepts, the master should ask: 'In your present lifetime, have you committed any of the seven ānantarya sins?' A bodhisattva Dharma master must not confer the precepts in this lifetime upon a person who has committed the seven ānantarya sins. The seven ānantarya sins are: shedding the blood of a Buddha, killing one's father, killing one's mother, killing an upādhyāya, killing an ācārya, disrupting a karman and monastic community that turns the wheel of Dharma, and killing an ārya. If someone possesses the seven impediments, they cannot receive the precepts in their present lifetime; all other people are entirely permitted to receive the precepts. As for the rule for renunciants: they do not bow down to worldly kings, they do not bow down to their parents, they do not show deference to their six relations, and they do not worship ghosts and spirits; they only understand the words of the Dharma master. If someone comes from a hundred li or a thousand li seeking the Dharma, and the bodhisattva Dharma master, harboring ill will and anger, does not immediately confer the precepts of all sentient beings upon them, they commit a duṣkṛta offense.
