"If disciples of the Buddha have all received the Buddha's precepts with a faithful mind: if kings, crown princes, the hundred officials, or disciples of the four assemblies, relying on their noble status, destroy the Buddha's Dharma, vinaya, and precepts, openly formulating regulatory laws such that our disciples of the four assemblies are not permitted to leave home and practice the Way, and are also not permitted to erect images, Buddha-stupas, sūtras, or vinaya; if they appoint controlling officials to regulate the community, commanding the registration and recording of monks, causing bodhisattva-bhikṣus to stand on the ground while white-robed laity occupy high seats, widely carrying out non-Dharma just as soldiers and slaves serve their masters—whereas bodhisattvas rightly ought to receive offerings from all people, yet on the contrary run errands for officials contrary to the Dharma and contrary to the vinaya: if kings and the hundred officials receive the Buddha's precepts with good intentions, do not commit such sins of destroying the Three Jewels. If one intentionally acts to destroy the Dharma, one commits a duṣkṛta offense."
