"If a disciple of the Buddha! You must not, for the sake of profit, expound this great precept of the thousand Buddhas before those who have not received the bodhisattva precepts, or before non-Buddhists and evil people. Nor must you expound it before people of wrong views. Except for kings, you must not expound it to any other persons. Such evil people, not receiving the Buddha's precepts, are called animals. In their lives wherever born, they do not see the Three Jewels; like wood or stone having no mind, they are called non-Buddhists. People of wrong views are no different from blocks of wood. If a bodhisattva expounds the precepts of the seven Buddhas before such evil people, they commit a duṣkṛta offense."
