You must not, for the sake of profit or with an evil mind, act as a state envoy to bring military forces together, raising armies to attack one another and killing countless sentient beings. A bodhisattva must not even come and go within an army, so how could they deliberately act as a traitor to the state? If one deliberately does so, one commits a duṣkṛta offense."
