述曰：第二、通力，三業變化自在用故。既從眾生現不可議，下地不知覺舉足下足事。

The commentary says: Second, the power of supernormal abilities, because of the unobstructed functions of the transformations of the three karmas. Since he manifests inconceivably for the sake of sentient beings, the lower bhūmis do not perceive or notice the matter of raising and putting down the foot.
