述曰：第九地中，言「佛華嚴」者，具四無礙莊嚴行故。地行有二：內證故、外化故。此初也。現佛威儀定及說法自在王定恒現前故，更無出入別時也。

The commentary says: In the ninth bhūmi, speaking of 'Buddha Avataṃsaka' is because of possessing the four unhindered adorning practices. The practice of the bhūmi has two parts: internal realization and external transformation. This is the first. Because the samādhi of manifesting the Buddha's deportment and the king of sovereign samādhis in preaching the Dharma are constantly present before him, there is no separate time for arising and entering.
