述曰：菩薩理應和諸違諍，而通國使命相殺害，違菩薩道，故今制也。若為調伏止長相殺，入國理應無犯。「興」者起也。「師」者眾也。

The Commentary states: A bodhisattva should in principle harmonize disputes and quarrels; to serve as an emissary between states and cause them to slaughter one another violates the bodhisattva path, and so it is now prohibited. If it is to subdue [strife] and halt perpetual mutual slaughter, entering states should in principle incur no violation. 'To raise' (xing) means to mobilize. 'Troops' (shi) means the host.
