The Commentary states: In indiscriminate slaughter of living beings, nothing surpasses setting fire. Even a pheasant moistened its wings to rescue [beings from] the calamity of fire. For a bodhisattva to set fire is a grave contravention of the path, which is why it is prohibited. If one intends to set fire to destroy life and damage property, that separately constitutes [the offenses of] killing and stealing. The Yogācārabhūmi states that burning is a grave form of stealing. Here, mountains and the like are mostly ownerless; it is simply a lack of compassion. The phrase 'with an evil mind' definitely refers to property that has an owner. Briefly, six types are marked: first, another's dwellings; second, cities and towns; third, Saṃgha quarters; fourth, fields and trees; fifth, property belonging to spirits and deities; sixth, government property.
