The Commentary states: One should first learn it oneself, and afterward one must teach others. Being greedy for wealth and grudging the Dharma cuts off the Buddha lineage and contravenes the bodhisattva path, which is why it is now prohibited. The intention here is to say: one first preaches ascetic practices to admonish their mind and make it firm, and afterward preaches the true and authentic Dharma for them. 'Failing to reply when one ought to reply' means not preaching. However, because it is merely for profit and not out of stinginess regarding the Dharma, it is classified as minor. As the Yogācārabhūmi says: to possess wealth and Dharma yet be stingy with wealth and Dharma and not bestow them upon others is an occasion of defeat. Regarding 'preaching in defamation of the Three Jewels': one takes the meaning according to the text. As the Nirvāṇa-sūtra says: to state that sentient beings definitely possess the Buddha-nature, or definitely lack the Buddha-nature, is in both cases to defame the jewels of the Buddha, Dharma, and Saṃgha. Regarding 'commits a duṣkṛta offense': the Yogācārabhūmi says: when another comes seeking the Dharma, not giving it out of a resentful mind, a hateful mind, or jealousy is a defiled violation. Doing so out of indolence, forgetfulness, or an indeterminate mind is an undefiled violation. As for non-violations: non-Buddhists looking for faults; being ill; being insane; wishing to tame them; not yet being thoroughly versed in this teaching; seeing that they come without respect, without shame, and with bad deportment; knowing that they are dull and will instead generate false views; or knowing that they will transmit it abroad to inappropriate persons—in all these cases, not bestowing it incurs no violation.
