述曰：理應讚美菩薩行人，能令此彼和合生善，而反鬪遘兩頭逆道，故制斯戒。「見持戒比丘」者，此是所鬪賢良之眾。「手捉香爐」等，是行道威儀也。言「而鬪遘兩頭」等者，謂遘兩頭，令鬪諍故。「遘」者，遇也。謗欺此彼，眾惡起也。《菩薩地》云：若見惡友之所攝受，行離間語，反生功德。

Commentary: In principle, one ought to praise and encourage bodhisattva practitioners, being able to reconcile parties and produce good; instead, instigating quarrels between both sides goes contrary to the Path, so this precept was established. 'Seeing a monk who upholds the precepts' refers to the assembly of virtuous and good persons being set against each other. 'Holding an incense burner in hand', etc., refers to the deportment of walking the Path. As for 'and instigating quarrels between both sides', etc., it means bringing both sides together to make them quarrel. 'Gou' (遘) means to meet. Slandering and deceiving this side and that side gives rise to a multitude of evils. The Bodhisattvabhūmi says: 'If one sees [a person] being taken in by evil friends and engages in divisive speech, on the contrary, merit is produced.'
