The commentary states: Bodhisattvas of the two assemblies are the primary target of this prohibition; all donors are also secondarily prohibited. 'One thereby obtains the noble and holy saṃgha of the ten directions' refers to making offerings with a vast mind to the saṃgha of one taste, just as drinking seawater is drinking all the rivers. Regarding 'is not equal to one ordinary monk in the communal order of the saṃgha', it is asked: 'If through a vast mind one obtains merit such as this, would it also be that without discrimination, encountering and killing a single being incurs the offense of killing the entire realm of sentient beings?' The answer is: It is not so. The original vows of all Buddhas universally permit receiving [offerings], but there is no universal vow to harm one being that extends to all others; otherwise, that being's suffering would have no end. Regarding 'commits a duṣkṛta offense': an exception is made where there is hope [of spiritual guidance] and one seeks out moral virtue.
