述曰：菩薩既以護法度生為心，不贖不救違敬違慈，故不贖救制為罪也。「父母形像」者，法藏師云：己父母形像為他所賣，或佛即名父母。

The commentary states: Since the bodhisattva's mind is dedicated to protecting the Dharma and liberating sentient beings, failing to ransom or rescue violates reverence and violates compassion; therefore, not ransoming or rescuing is instituted as an offense. Regarding 'images of parents', Master Fazang says: 'Images of one's own parents being sold by others, or the Buddha is also called parent.'
