The commentary states: The Bodhisattvabhūmi says: 'The owner of an item is confused about its value and sells it cheaply; the bodhisattva enlightens them and buys it at its proper price.' However, with these counterfeit measures, giving little and taking much, the transgression is profound, and therefore it is now prohibited. Here, keeping knives and staves is done to protect wealth, which differs from the previous precept where they were kept out of a love for killing. This pertains to laypeople; although they are permitted to engage in trade, they must not use counterfeit scales and measures. If one holds an official post oneself, undermines another's success, and accepts property one has not earned, this differs from the previous case of relying on others. Since one takes what another gives, it is not subsumed under the precept against stealing. Raising cats, civets, and the like is done to seek the means of wealth.
