The commentary states: Whether something is wrong or right, correct or false, none does not stem from vows. There may be a small good deed that brings about an immeasurable result, or many good deeds that yield a narrow and small result; in guiding practice toward the result, vows are of paramount importance. Now, the meaning of this text is that one should make great vows out of filial obedience toward two kinds of benevolence: first, the benevolence of sheltering, raising, and giving birth to the physical body, namely the parents; second, the benevolence of nurturing and developing the dharmakāya, namely the teachers and the saṃgha. Filial obedience is the cause, and great vows are the condition; the fulfillment of what is vowed is the intent here. There are four kinds of vows: 'obtaining a good teacher' and so forth is the vow to associate with virtuous spiritual friends; 'constantly teaching me' and so forth is the vow to listen to the correct Dharma; 'causing me to gain understanding' is the vow of proper attention; and 'practicing according to the Dharma' is the vow of practice conforming to the Dharma. These four vows completely subsume all goods. Therefore, it was said above: 'make all vows.'
