The commentary states: Hereafter the minor precepts are recited separately. Here there are three parts: first, concluding the preceding and introducing what follows; next, reciting them in sequence; finally, concluding by admonishing their practice. This is the first. Regarding these minor precepts, according to one's intention, whether there is an offense or no offense, whether it is defiled or non-defiled, or of mild, medium, or superior grade, should be understood as in the Bodhisattvabhūmi. Among these, a defiled offense refers to an evil intention. If it is not so, even if associated with afflictions, it is called a non-defiled offense. According to differences in mind, object, and so forth, there are the three grades of distinction. As fascicle sixty-eight states: an offense becomes major due to six distinctions: 1. the teaching's prohibition makes it major; 2. the matter is major; 3. frequency of offense; 4. fierce afflictions; 5. inferior power of wisdom; 6. not repenting promptly. Precepts such as these each possess the meaning of the three clusters of precepts; their expansion or condensation across the various teachings is not fixed according to requirement.
