前不同外道，今則不共二乘。而言所作住持者，諸佛如來凡所施為造作住持佛法，竝非二乘所知。
The previous one was not in common with non-Buddhists; this one is not in common with the two vehicles. As for saying "that which is performed and upheld": whatever the Buddha Tathāgatas undertake, perform, construct, and uphold of the Buddha Dharma is completely beyond what can be known by the two vehicles.
