戒取者，即外道用諸邪戒為道。三昧著者，此是欲界中三昧。如《成實論》電光定等，又是毘曇未來禪也。

"Adherence to precepts" refers to non-Buddhists using various false precepts as the Path. "Attached to samādhi" refers to samādhis within the desire realm, such as the lightning concentration in the Tattvasiddhi-śāstra, or the future dhyānas of the Abhidharma.
