This seventh is namely the transformation body. 'Preaching the dharma of practice in accord with the minds of beings' means the Buddha preaches the Dharma in accord with the minds of beings to cause beings to practice. As for the sequence of these seven dharmas: whenever one wishes to preach the Dharma, one must possess seven virtues: first, internally plumbing the source of dharmas; second, externally possessing skillful eloquence; third, knowing when to be silent; fourth, knowing when there is awakening. These four are two pairs: internal and external, and speech and silence. The reason there are these two pairs is that they fundamentally depend on possessing the dharmakāya and manifesting the transformation body; hence the last three clarify the three bodies. 'Perfecting that dharma' means the Tathāgata perfects preaching the Dharma for sentient beings in accord with the minds of sentient beings.
