為菩薩時願度法界眾生令盡，今雖得佛，眾生未盡，故願未滿。非謂菩提不滿足故者，論主恐尋經人聞行菩薩道本願未滿，言是菩提未滿足，故簡之云是願未滿，非是菩提未滿。

When a bodhisattva, one vows to deliver the sentient beings of the dharmadhātu completely; now, although Buddhahood is attained, sentient beings are not yet exhausted, so the vow is not yet complete. "It does not mean that bodhi is not fully perfected": the treatise master feared that people studying the sūtra, hearing that the original vow of practicing the bodhisattva path is not yet complete, might say that bodhi is not fully perfected; therefore he clarified it, stating that the vow is not yet complete, not that bodhi is not complete.
