"Causing them to know the various vehicles" means causing them to know the five vehicles. "All Buddhas teach the Dharma, sprouting shoots in accordance with the wholesome root seeds of sentient beings" means: sentient beings in past lives received the five-vehicle teachings from past Buddhas and possess the five-vehicle seeds. Thus, people of the five vehicles induce the Buddha to appear in the world and teach the five-vehicle Dharma, causing the five-vehicle seeds to sprout the five-vehicle shoots, and up to bearing fruit.
