These two lines are called the accomplishment of the adornment of merits of the great assembly. Why did the Buddha originally raise this adornment? He saw that under the wheel of a Tathāgata expounding the Dharma, all the faculties, natures, and desires of the great assembly are various and different; regarding the Buddha's wisdom, they may retrogress or sink, and because they are not equal, the assembly is not purely clean. Therefore he made the vow: "I vow that when I attain Buddhahood, all gods and humans shall be born from the pure ocean of the Tathāgata's wisdom." As for "ocean", it means that the Buddha's sarvākārajñatā is deep, vast, and boundless, not lodging the corpses of the two vehicles, mixed goods, or the middling and inferior; it is metaphorically compared to an ocean. Therefore it is said: "The unshakeable assembly of gods and humans / Is born from the ocean of pure wisdom." "Unshakeable" means that those gods and humans have accomplished Mahāyāna faculties and cannot be swayed or shaken.
