未辦者，即內外凡及前三果也。前三果殘思在故，則有悲感。

Those whose task is unfinished are the internal and external ordinary persons, as well as those of the first three fruits. Because the remnant afflictions of thought remain in the first three fruits, they have feelings of sorrow.
