其未修習者，依不滅法門，能作得度因緣。則是已為下種，未來熟脫，法門在世可修學故。

For those who have not yet cultivated and trained, by relying on the inexhaustible Dharma gates, they are able to create the causes and conditions for attaining deliverance. This means that seeds have already been sown for them to mature and be liberated in the future, because the Dharma gates remain in the world and can be cultivated and studied.
