「或復彼者至如是廣說」者，第二釋彼言。彼即彼根，彼識所依名為眼等。論言眼識等，明知彼根非境。

Regarding "Or alternatively, 'that' [...] as is explained at length in this way": this is the second explanation of the word "that". "That" is that faculty itself: that on which that consciousness depends is called the eye and so forth. The treatise speaks of "eye-consciousness and so forth", clearly knowing that it refers to that faculty and not to the sense object.
