Regarding "Some say: after contact … conditioned by contact, feeling arises": the Elder within the Sautrāntika explains. Contact is the prior cause, and afterwards the effect of feeling arises. For example, in the first moment, sense faculty and object are prior, and in the second moment consciousness then arises. When consciousness arises, it must rely on the sense faculty and take the object as condition; the combination of these three is nominally called contact, having no distinct entity. Or, the prior sense faculty and object together with the subsequent consciousness—the combination of these three is conventionally designated as contact. In the third moment, taking the contact-cause of the prior moment as condition, the feeling-effect of this moment arises.
