12.51

「雖有此理至怖諠雜故」者，答。雖有此理，由彼獨覺過去久習，少欣樂勝解，無說法希望故。於少欣樂中勝解強故，所以別舉。又知有情難受深法，以順生死流既久，難令逆生死流故。又避攝眾，不說正法，怖諠雜故。

"Regarding 'Although this principle holds [...] because of fearing noisy distractions': this is the response. Although this principle holds, because that pratyekabuddha has long cultivated in the past a resolute determination (adhimokṣa) characterized by little delight and desires no preaching of Dharma. Because resolute determination is strong amidst having little delight, it is specifically mentioned. Furthermore, they know that sentient beings find it difficult to receive the profound Dharma; because having long followed the flow of saṃsāra, it is difficult to make them go against the flow of saṃsāra. Furthermore, to avoid gathering an assembly, they do not preach the true Dharma, because they fear noisy distractions.
