「為欲遮防至此時為首」者，釋第四句。三末多，此云共許，眾人共許為好人也。惡業道中隨重別說，所餘輕者略而不論。餘文可知。

"Regarding 'To prevent and guard [...] this time was the beginning': this explains the fourth line. 'Saṃmata' (Sanmota) here means 'universally agreed upon,' referring to a good person universally agreed upon by the crowd. Among paths of unwholesome karma, they are specifically expounded according to their gravity; the remaining minor ones are omitted without discussion. The remaining text is easily understood.
