「先說者何」者，問。「謂表業既無寧有無表等」者，答。此是無依福文。等者，等取已前諸文。此文在後，故舉後等前。

On "What was stated before?": This is the question. On "Namely, since revealing karma does not exist, how could there be non-revelation, etc.?": This is the answer. This is the text on merit not resting on an act (anāśrita-puṇya). "Etc." encompasses the various preceding passages. Since this passage comes after, it adduces the latter to include the earlier.
