「一切所造色至依過去者」，者，答。從多分說，一切所造多與大俱。然現、未亦有少分造色依過大種。

On "All derived form ... relying on past ones": This is the answer. Speaking from the majority, all derived forms mostly are simultaneous with the great elements. However, in the present and future there is also a small portion of derived form that relies on past great elements.
