Regarding "Because there is no origination-mind that initiates karma... concealed-unspecified manifestation": this is the dual answer. "Because there is no origination-mind that initiates karma" is the general answer. A mind with investigation and examination is able to produce manifest karma; from the second dhyāna upward there is no such mind at all, and therefore manifest karma does not exist in the higher three planes. Question: Why do the higher planes lack minds with investigation and examination? The Mahāvibhāṣā states: "Investigation and examination are coarse, agitated, and not calm; the higher planes are subtle and calm" (end of treatise citation). Furthermore, the mind that initiates karma is abandoned only by cultivation, because it operates toward external gates. Afflictions abandoned by seeing operate toward internal gates; therefore they cannot initiate karma. Although the Desire Realm possesses the two views of self and extreme, they are subsumed under concealed-unspecified [afflictions] abandoned by seeing; operating toward internal gates, they cannot initiate karma. Because the Desire [Realm] definitely lacks concealed-unspecified afflictions abandoned by cultivation, there is no concealed-unspecified manifestation in the Desire Realm. This shows the distinction.
