「別解律儀至故名尸羅」者，此即第三明別解異名。能平險惡諸不善業，故名尸羅，此即初名。持戒能令身心清涼，以安樂故。破戒能令身、心熱惱，以悔恨故。引頌可知。

"Prātimokṣa discipline [...] is therefore called śīla" is the third section, explaining the synonyms of prātimokṣa. Being able to level and calm dangerous and evil unwholesome actions, it is therefore called śīla; this is the first name. Keeping the precepts causes body and mind to be cool and refreshed, because of peace and happiness. Breaking the precepts causes body and mind to be feverish and tormented, because of regret. The quoted verse can be understood.
