"The digression having ended... the characteristics of informative and uninformative action": from here on is the third part, extensively explaining informative and uninformative action. Within this, there are two parts: first, explaining the three kinds of uninformative action; second, individually explaining according to the three. This explains the three kinds of uninformative action, concluding the previous and introducing the inquiry.
