「如說安住至亦成過去」者，釋第四句。住不律儀，至未捨彼惡戒以來，恒成現世。初剎那後從第二剎那已去亦成過去。

Regarding "As it is said, one who abides... also possesses the past": this explains the fourth line. One who abides in non-discipline, up to the time they have not yet relinquished that bad discipline, constantly possesses the present. From the second moment onward after the initial moment, one also possesses the past.
