Regarding 'Because of possessing the basis of both [organs] ... to ... because of [lacking] a mind of shame and modesty': this is the reply. Within one continuum, the emergence of two kinds of lust cannot generate the wholesome vows (saṃvara); because the afflictions arisen in a body that possesses the basis of both faculties are both intensified in a single mental continuum, wholesome vows are not generated. Wholesome vows can be generated in someone capable of correct discernment (pratisaṃkhyāna); a ṣaṇḍha does not generate wholesome vows because they lack the capacity for correct discernment through hearing, reflection, cultivation, and so on. An intense mind of shame and modesty can generate wholesome vows; a paṇḍaka does not generate wholesome vows because they lack an exceedingly strong mind of shame and modesty. Another explanation: because a paṇḍaka lacks capacity for correct discernment, and a ṣaṇḍha lacks an exceedingly strong mind of shame and modesty. Another explanation: both reasons apply to both types. Another explanation: they apply across all three types.
