「不退姓至無遮」者，釋第五、第六、第七句。於離染地異生不退，無次更生，故不造生業。後還生下，故造後受業。不退聖者必無受生下諸地故，不造生、後業。若凡若聖，隨所生地，容造順現受業。若造不定業，一切處無遮。

"An irreversible lineage … no obstruction": this explains the fifth, sixth, and seventh lines. In a stage free from passion, an ordinary person who does not fall back will not be reborn immediately next, and therefore does not create karma [to be experienced in the next] birth. Since they will later be reborn down below, they create karma to be experienced in lives after next. Because an irreversible noble one will never take rebirth in the lower stages, they do not create karma to be experienced in the subsequent life or lives after next. Whether an ordinary person or a noble one, according to the stage where they are born, they can create karma to be experienced in the present life. If they create undetermined karma, there is no obstruction in any place.
