"The treatise says […] are spoken of with reference to the latter three causes" explains the upper two lines. The prātimokṣa restraint is necessarily obtained with respect to all sentient beings; there is no principle [by which it could be obtained] with respect to only a portion [of them]. As for the seven factors of body and speech, this is variable: it may be obtained with respect to all seven factors of body and speech, namely the bhikṣu restraint. The bhikṣuṇī is not mentioned because her seven factors are the same, or because it is implicitly indicated. It may be obtained with respect to four factors—three of body and one of speech—namely the other six kinds of restraint such as the śrāmaṇera [restraint]. Here it is only based on the seven fundamental paths of action that they are named factors of restraint. As for the superior, middling, and inferior causes, this is also variable. Although the causes are of two kinds, the verse speaks provisionally on the basis of the latter three causes; because they do not arise together, the distinction can be discerned.
