「遍於有情界至得不律儀」者，經部問。遍於有情得善律儀，其理可爾，普勝意樂而受得故。非屠羊等人有害至親，如何普於一切有情得不律儀？
"Pervasively toward the realm of sentient beings […] obtaining non-restraint" is the Sautrāntika's question. Obtaining wholesome vows pervasively toward sentient beings is logically acceptable, because they are received and obtained through a universally superior intention. People such as sheep-butchers do not have the intention to harm their closest relatives; how could they obtain non-restraint pervasively toward all sentient beings?
